Do you use a specific software to make this? If so, what is it?
Any graphics editor that draws pixels and exports images in PNG would work.

Is it ready made for RPGMaker?
Thanks! Primarily I was aiming for Unity, GM and Godot, but it should work with RPGMaker as well.
